Competency Assessor- How to Prove Two Years Experience

I am struggling with the ICU staff to maintain competencies, particularly on nightshift. I have came in at 5am several times to do competencies and they are too busy. They have hired an Assistant Nurse Manager for midnights and I am trying to work with him so he is able to do the competencies. He does have his BSN, and says he has 2 years of experience on the i-Stat. He sent me a license verification for CLP-POCT throught West Virginia. It seems like a great thing to have, and states the requirements are working with moderate complex testing but it is only 1 year old. How do I prove that he has the 2 years of experience to be able to perform direct observation for non-waived ACT testing? Most staff do not have, or keep copies of their competencies.

Can you work with the nurse manager to schedule 2-3 different annual education sessions, mandatory attendance (this messaging needs come from above), and anyone who doesn't attend loses their access, full stop? If this isn't something that can work, I would get your CLIA medical director involved to have a discussion with the medical director of the ICU. 

I recently called CAP to ask this very question because we recently hired a nurse educator with an MSN, and we would like to have her assess competencies with the staff. I was told that her resume stating at least 2 years' experience with moderately complex POC testing at a previous hospital would satisfy the requirement.

So-- I am the mean guy--do your competency or no access.  Not enough people on the unit can do the testing? Then they must not really need it. I have removed iSTAT from an ICU for this very reason.  When a department requests iSTAT, the expectations of QC and competency are explained. If they cannot be met, then it gives you reason to remove testing.  They are required to do other competencies and I feel that iSTAT is just as important. I also require 2 years iSTAT experience at our facility before considering an RN to be signed off as a TC that can do recertification.

Kim Ballister, I'm right there with you. This is a compliance issue that must be met. Management could arrange a time where some could overlap and cover others during the competency. 

I spoke with CAP too. They said the same thing Christina Blasick stated. I was in luck the coworker also had her previous work transcript listing her iSTAT courses she had taken. I went a step further and drafted an attestation statement that she did have 2+ years of experience.

Thank you all for your responses. I pulled the schedule for the unit, and sent the director and clinical nurse manager a list of dates that would work best to get the maximum amount of operators. They are going to work with me. I'd like to create a process in the future of them coming to me, but this will work for now. 

Our CLIA inspector said if the experience was at another location/clinic/hospital, they would have to produce a copy of the training and competencies to show the years' experience for us to have on file.
