Florida bill # CS/HB Alternate site testing

We have alternate testing sites that perform moderate complex testing.
For nurses, CAP states we must have copies of diplomas or transcripts or PSV reports confirming credentials.
Per CAP, for moderate complex testing, minimum is a high school diploma with documented training.
Florida 59A-3.242 Laboratory, Radiology, and Respiratory Services- states that for alternate site testing, nurses must be state licensed.
It's difficult navigating all the regs but it sounds like the nurses must be state licensed and CAP requires credentials.
I have 2 Florida licensed RN's, one with a generic AS degree diploma. Another with just a generic BS degree diploma. No specialty noted on the diploma.
I'm assuming I will need to ask them for transcripts for credentials to satisfy CAP?? Would those credentials be the same as a Technician which is 60 semester hours of which six (6) semester hours of chemistry; six (6) semester hours of biology; and twelve (12) semester hours of courses in chemistry, biology or medical laboratory technology in any combination.
Appreciate what everyone else is doing in Florida.

As a fellow Floridian:
We require the non-waived users to have a minimum of a AS degree and healthcare licensure/certificate.
The non-waived SuperUsers or "Technical Consultants" that sign-off on the skill-check competencies are required to have a minimum of a BS degree, a healthcare licensure/certificate and 2 years of non-waived testing experience.
