Moderate complex POC testing -high school graduates

Does anyone allow personnel qualifying with only a high school diploma to perform moderate complex POC testing?
In the CAP checklist it states below.   Seems like the training would have to be a lot more intense than our regular RN degreed individual.    Thoughts??
I pulled the transcripts from a licensed RN and she only has a BS in health services with emphasis on management.  That alone would not qualify her for moderate complex testing (no RN degree) but might qualify her under the high school diploma category.  Thoughts????
For moderate complexity testing personnel qualifying with a high school diploma or equivalent qualifications only, training records must demonstrate skills for the following:
●      Specimen collection, including patient preparation, labeling, handling, preservation, processing, transportation, and storage of specimens, as applicable;
●      Implementation of all laboratory procedures;
●      Performance of each test method and for proper instrument use;
●      Preventive maintenance, troubleshooting and calibration procedures for each test performed;
●      Working knowledge of reagent stability and storage;
●      Implementation of quality control policies and procedures;
●      An awareness of interferences and other factors that influence test results; and
●      Assessment and verification of the validity of test results, including the performance of quality control prior to reporting results.

Yes, the minimum requirement is proof of at least a high school diploma or GED plus training and competency assessment that includes all 6 elements of competency per CLIA. I've had pharmacy techs perform PT/INR on iSTAT, EMT/Paramedics perform Blood Gases/Lytes and Troponin on iSTAT, etc. The most important part is - are they coachable and able to learn how to perform the test properly - in other words, can they pass the competency assessments? I've had Anesthesiologists' come to my iSTAT trainings in the past and acted like they were too good for the training, and lo and behold they can't properly fill a cartridge to save their life and just want to complain about how much they hate the iSTAT. I've had EMT's with high school diploma plus training become my super-users in a FSED because they were amazing at performing POCT.  

Yes, our facility allows NTs to perform moderate complex testing who may only have a high school diploma. They must completed all the education and training before we grant access. As long as you have your education and training meet the criteria listed in your post you should be good to allow those with only a HS diploma to test. 

GEN.54750 Nonwaived Testing Personnel Qualifications-
2. Personnel performing moderate complexity testing, including non-laboratory personnel, must have a minimum of one of the following-  
* High school diploma or equivalent and have a record of training defined in the CLIA regulation 42CFR493.1423 (see NOTE 4)
NOTE 4: For moderate complexity testing personnel qualifying with a high school diploma or equivalent qualifications only, training records must demonstrate skills.

I totally agree with Silka.  Most all of our iSTAT users in the ED's are NT's or EMT's--not RN's.  They are a very dedicated staff and most are very interested in learning more (and a lot end up in nursing programs). Our POC staff train all moderate complexity testing and make sure they are well trained and supported.  We also hold all competency classes to ensure the integrity of the testing.  We do not typically use RN's as technical consultants.

Yes, we allow high school diploma personnel to perform moderate testing.  We train them the same way we train anyone with a degree- all get the same training done by POC Lab.  We do have some technical consultants we use for competency assessment, but not many.  POC Lab does the majority of competency assessments.

We allow our ER techs to perform blood gases.  We train them the same way we train anyone else and they get all the same treatment from audits.  Remedial education if they don't document criticals properly, invalid patient ID, etc.
