Amnisure competency assessment

Aloha all,
How does everyone that performs Amnisure, comply with competency assessment requirement of direct observation of routine patient tests?
Who performs the direct observation? POCC or other qualified designee? If not POCC, who is your designee?
Is this done with a real patient or do you use blind samples/qc?
If it is performed with a real patient, do you include sample collection as part of the direct observation?

I am fortunate enough to have champions (the clinical managers) and an awesome director in the Birth Center here. Come competency time, I will perform their quizzes and observe them on a blind sample. In turn, they will perform the observations on the remaining staff in the FBC. The benefit of this is two-fold, 1) It gets the leadership of the unit involved in quality control 2) It makes the observation phase a little less awkward.
To satisfy the requirement for blind samples I will have staff either perform QC in front of me OR proficiency testing. I know that this test is really expensive, but you save money in the long term by ensuring the staff is qualified to perform testing.
A nurse that qualifies as a technical consultant does this.
