Autorecertification for NOVA StatStrip Glucose Operators in QML

We are in the process of switching to autorecertification for our POC glucose competency. Originally I thought that I could set up MTE to document that the operator read the procedure annually. Unfortunately we do not have MTE and I doubt that I will get approval for $15,000 to get it.
For those that have autorecertification how do you document the annual review of the procedure?
We do not have eLearning either.

Do you have RALS? We built a quiz that was True or False that says I have reviewed the procedure.
We use an eLearning system, SABA, that works well for this. Before we had that, we had on paper policies and procedures at each testing location with an attendance/sign in sheet at the front stating that they had reviewed all policies and procedures.
What accrediting body do you have that require annual review of the procedure? If you are CAP there is no requirement for annual review. There isn't even a CAP requirement to initially "read" the procedure:
COM.10300 Knowledge of Policies and Procedures Phase II
The laboratory has a defined process and records indicating that all personnel are
knowledgeable about the contents of the policies and procedures (including changes)
relevant to the scope of their testing activities.
Our users are required to take a test annually through our education platform "Healthstream", and then as long as the users perform a high and low control and one patient every six months then they stay certified indefinitely through QML.
We are also on QML. Do any of you know if it has the capability to do autorecertification with Roche Accuchek Inform II? I would like to minimize the face to face time. I have them complete a CBL with a quiz at the end with a system in our organization called NetLearning. This autorecertification in QML would save soooo much time...

Today I was asked how would I show an inspector that a user is competent for NOVA glucoses if they auto recertify. My response was auto recertification reports pulled monthly from QML. I was then asked if I could print a certificate to put in the operators file. How do those who auto recertify handle this issue?
In certification it shows the qualifications required for them to recertify for us The is two levels of qc every 6 months. So it actually shows that they ran their qc and how many times they did it and that they were recertified

But, do any of you use Glucose meters in Radiology to screen glucose before Radiology tests?
