POC.06875 Competency Assessment - Waived Testing Phase II
The competency of personnel performing waived testing is assessed for each test system
at the required frequency.
NOTE: Competency assessment evaluates an individual's ongoing ability to apply knowledge
and skills to achieve intended results.
Competency must be assessed at the following frequency:
After an individual has performed his/her duties for one year and at least annually
thereafter*

When problems are identified with an individual's performance.

The annual assessment of competency can be performed throughout the entire year to minimize
impact on workload.


In regard to this standard above, I am looking for input on the best practice for waived testing.   At our health system, we like to organize our annual competencies on a scheduled basis. For example, our glucometer competencies will be assigned in May and require a completion date at the end of September. Those who have not completed the competencies are locked out of glucometer access.  
It works very well, with a majority of staff complying. The gray area comes in when we have new staff members who perform their initial training on the glucometer earlier in the year.  Example the staff member started in February, completed initial training, so in May would you then assign the annual competency or do you consider them in compliance and assign them the annual competency in May 2025.  
Currently we have a cutoff date of April 30th. So, if you completed your initial training anytime between January 1, 2024, and April 30th, 2024, you are assigned the annual competency beginning May 1st ,2024.  We have different views within in our group, thankfully we are amazing at debating them out, but this one I personally flip flop back and forth, so I am wondering how others interpret this standard for waived testing.

We also do an annual training event that everyone is expected to attend, regardless of their start date. So in your example, if they do a January start and a competency in April, they would still be required to attend the annual training event in May. Yes, it is repetitive for them but otherwise, we are constantly having to do annual competencies throughout the year. If anyone missed the annual training event, they have to wait for the next onboarding group of new staff and attend new employee training. 

Our system annual training event in August.  All staff must re-certify in August regardless of when they did it last, this includes staff that did it one week prior in July.
Your system recertification period of May - September, I would be concerned that a person could certify in May one year and re-certify in September the following year.  This would result in a span of 17 months which could be argued as not being within a year timeframe.

We interpret this standard to mean "calendar year".  So while perhaps not ideal, if someone did their competency in January 2024 and December 2025, that would still be compliant.

Our middleware tracks glucometer certification.  Each month I send a list of staff expired or expiring to the clinical leads, meter displays message when certs are expiring in next 14 days and I chase a few.  I've tried a few times to have a particular department all do their recertification on a particular month and it was a bit chaotic....got a few midnight calls that no one on a unit had a valid certification!  

All the other POC testing is done Jan-May during skills fairs or in-department reviews. This is done in conjunction with professional development.  We are a small <100 bed community hospital.  

As long as staff have a competency for each calendar year.  Keeping track of individual dates would be untenable.
