Swab Collection and Processing Bedside in Moderate Complexity Test: Competency Assessment?

A new test collection process involves 1 minute swab collection/saturation from patient, followed by 1 minute hand-rotating swab in elution solution at bedside by nursing staff prior to transport to lab for analysis
Is the collection process part of the analytic process due to the elution step? Is competency assessment required and in what form? This is a moderate complexity test.
Thoughts and/or examples appreciated.
