Swab Collection and Processing Bedside in Moderate Complexity Test: Competency Assessment?

A new test collection process involves 1 minute swab collection/saturation from patient, followed by 1 minute hand-rotating swab in elution solution at bedside by nursing staff prior to transport to lab for analysis
Is the collection step including part of the analytic process due to the elution step? Is competency assessment required for specimen collectors and in what form? This is a moderate complexity test. 
Thoughts and/or examples appreciated.

Hmm, I can understand why you would be asking, but in my many years as a laboratorian, I have never seen a competency assessment requirement, per se, for something that is considered part of specimen collection, as opposed to the actual performance of the test.

I believe there usually is requirements around specimen collections and training, but they are not tied to competency assessment if the sample is sent to the lab to perform testing. If the test was performed at the bedside, then specimen collection would fall under competency assessment.
