Heparinized syringes in bulk for EPOC?

Does anyone use EPOC on large scale and have issues with getting staff to use the blood gas syringe kits? Does anyone know if heparinized syringes come in bulk, not as part of a kit with supplies that would be discarded?

Also, fresh whole blood can be used on the EPOC if used immediately. I believe this is what our ED users do. They draw blood off an IV line and use it to fill lab tubes and run the EPOC immediately.
