Defined process when adding users to POC Middleware

We use RALS middleware for POC. Does anyone have a defined process they can share when you add a new user with expired certifications? We have our NPDs that do initial training/ semi annual (if needed) and operators get signed off in their competency management system. We pull daily/weekly reports and add them to the system as they are checked off.

We have "SuperUsers" that train and certify the staff on the non-waived test systems.  These individuals can be RN's, RT's or other licensed staff with a 4 year science degree and 2 years non-waived testing experience.  These individuals *must* be approved by the lab as "SuperUsers" prior to signing skill-checks competencies. 
These "SuperUsers" email the POC coordinators in the Lab of the staff they have completed the training/competencies.  Only the laboratory POC coordinators have the ability to update the users access to the test systems (we use Telcor QML).   Individuals that miss competency deadlines are either documented as missing the required timeframe and that they did not have access to perform tests during this time.  Staff are automatically locked out if they miss the competency deadline.   OR, in some cases they restart the first year all over again: training, semi-annual and annual.

We use Telcor and we add any new user with a 2 week expiration date.  That gives them time to get their training completed and their training samples performed under their own code.  We tell the superusers and the new operators that they are not allowed to do patient testing until after they complete their training.  They have to be signed off in our learning system which sends us a daily report of the operators that have done their competencies the day before.  We will then update them in QML for either 6 months or a year depending on the complexity.  We use the same process for 6 month and annual comps.  They are signed off in our learning system and we get their names on the report the following day, for waived testing that is not auto recert we update them for the annual.  If its mod complex we verify they have a passing QC and fake sample then we update them.
