POC Testing for Other Providers

What is your process/procedure/policy for performing POC testing for other providers. For example, Dr. Smith orders a POC Urine test to be performed. The patient shows up at Dr. Doolittle's office to have the test performed. Do you perform the POC test, or do you send the specimen to the lab for testing?

Where I work, there are a few providers connected to the hospital and some outside urgent cares. At those locations the staff is educated/ competent on POC testing that would be ran there, for example, HCG/UA on a Clinteck device and PMM- Fern, amnio and KOH etc...
That location has a superuser responsible in making sure all staff have annual completed competency and direct observation. A POCC at the hospital has over site making sure the facility has a CLIA in place for the waived testing along with a policy and procedure online and on site for reference as well has some temp logbooks and Quality Controls logs.
Before testing is done even though, waived testing. A process such as above should be discussed   

 

The important determination for this question is which provider is responsible ultimately for the care of the patient dependent upon the results obtained. If it's Dr. Smith, then it wouldn't be appropriate to run POCT at Dr. Doolittle's office, as decisions about patient care would not be made at the time of testing. In that type of scenario, the purpose of POCT is negated and the urine should be sent out to a laboratory vendor - based on my experience.
