Does anyone know if there are any CLIA requirements for sinks to be present in a POC setting?

In "Ready? Set? Test!  put out by the CDC for waived testing, appendix D does discuss hand hygiene. One section addresses hand washing if a sink is available. The next page gives what to use if a "sink is not available".  Of course, if there is a blood/body fluid exposure, hand washing is a must. The 
PPM booklet states to "have sinks for hand-washing or antiseptic hand washing solution available". Both of these publications are available online on the CDC CLIA website.
