Does a PharmD qualify you as a Technical Consultant

I’m trying to manage competency assessors. As I look through staff degrees, does a BS in pharmacy count as for CLIA as a chemical or biological degree and thus allow me to qualify this person as a technical consultant as long as they have the lab experience?
