RN's performing ISTAT competency assessment in California

We were told by the Joint Commission inspector that RN's can no longer perform competency assessment in California.  I don't remember the number for this regulation, but I remember him saying it's from Business and Professions code.  Does anyone know the number of this standard?   Also, what workflow adjustments  do you make to be compliant?
Thanks for you help.

Hi Rowena,

It's a CMS change, not just a California regulation. If the RN doesn't have the education to qualify as a technical consultant, they cannot sign off on non-waived competencies. My understanding is that grandfathered staff can continue, but no new staff can sign off.

Thanks,
Kim
